Controlling the prison population: Procedures for anticipating the effects of alternative strategies

This paper has two aims: first, to familiarize the reader with statistics of imprisonment in the UK and Europe, the relationship between receptions into prison, prison population, implied prison population and effective sentence length; and second, to evaluate and analyse alternative stratagies for producing changes in the prison poulation.
