Power to the people or entrenching inequality?

The claim that British democracy is too centralised, and that power needs to be devolved down to local communities, has been widely accepted by the vast majority of political parties, as well as many interest groups, campaign organisations, and think tanks from the right, left, and centre of the political spectrum. Nevertheless, localism suffers from numerous problems which, in the end, render it unfair and, ultimately, untenable.
