Adaptive transform coding for digital image communication

The performance of transform image coding schemes can be improved substantially by adapting to changes in image statistics. Essentially, this is accomplished through adaptation of the transform, bit allocation, and/or quantization parameters according to time-varying image statistics. Additionally adaptation can be used to achieve transmission rate reduction whilst maintaining a given picture quality. [Continues.]
