Abstract: In 2000, the Water Engineering and Development Centre (WEDC) commissioned the Palmer Development Group (PDG) to undertake a study on the impact of public private partnerships (PPPs) in the provision of water and sanitation services on poor residents living in the then Queenstown Transitional Local Council (TLC) area. In late 2002, PDG was again approached to do a follow up study on the Queenstown partnership. This report is an attempt to investigate if there have been any changes in the past two years that affect the way in which poor residents in Queenstown experience water and sanitation delivery.
